Smt. D. Thara is serving as the Secretary, Ministry of Housing & Urban Affairs (MoHUA), Government of India, and has been the Chairperson & Managing Director (CMD) of Hemisphere Properties India Limited since November 2019. An accomplished Indian Administrative Service (IAS) officer of the 1995 Gujarat cadre, she has held several key leadership positions during her distinguished career, making significant contributions to urban development, public administration, and industrial growth.

Smt. Thara’s extensive experience showcases her strong leadership capabilities across various administrative echelons. Notably, she previously held the critical position of Managing Director of the Gujarat Industrial Development Corporation (GIDC), a pivotal organization for industrial advancement within the state. Her deep understanding of regional dynamics is further evidenced by her diverse administrative roles across several significant cities in Gujarat, including her tenures as Collector and Development Officer. The career path exemplifies trailblazing leadership and an enduring legacy in public service, making her an invaluable asset to our Board.

Shri Ravi Kumar Arora, a 2006-batch IAS officer of the Gujarat cadre, is currently serving as Joint Secretary in the Ministry of Housing and Urban Affairs.
He has held key administrative positions in Gujarat and served as Private Secretary to the Minister for External Affairs.
He has made notable contributions to urban development, particularly in housing and smart cities. His career reflects dedication, integrity, and a strong commitment to public service.

Shri Pradeep Kumar Jha is a 2006-batch IAS officer of the Manipur cadre. He holds Bachelor’s and Master’s degrees from the University of Delhi, along with an M.Phil. in Art.
He has held key administrative assignments at both district and state levels, including serving as District Magistrate in Bihar and Manipur. His leadership during the 2017 floods in Purnia Division was widely appreciated. As Managing Director of Bihar Medical Services and Infrastructure Corporation Ltd., he ensured uninterrupted medical logistics during the COVID-19 pandemic. He has also served as Commissioner, Joint Secretary, and Chief Electoral Officer, Manipur, ensuring the conduct of free and fair elections.
Presently, he is serving as Joint Secretary in the Ministry of Housing and Urban Affairs, Government of India, overseeing key organisations and national projects, including CPWD, CGEWHO, and the Central Vista Project. He also serves as CEO of Kartavya Path and is a Board Member of DMRC.

Shri Shyam Lal Poonia is a 2010-batch IAS officer of the Manipur cadre. He holds a Bachelor of Science (B.Sc.) and a Master of Science (M.Sc.) in Agronomy from the University of Rajasthan. His academic background has equipped him with strong analytical skills, a data-driven approach to governance, and a structured framework for policy evaluation and implementation.
Over the course of his career, he has held several significant positions entrusted by the Government of India. He is known for effectively handling complex policy matters, maintaining procedural integrity, and ensuring inter-departmental coordination, contributing to efficient programme implementation.
He is currently serving as Director (Central Vista) and Director, Land and Development Office (L&DO), in the Ministry of Housing and Urban Affairs, Government of India. He is widely regarded as a diligent and principled officer with a strong commitment to public service.

Shri Suchit Goyal was appointed as Director on the Board of Hemisphere Properties India Limited with effect from April 21, 2026. He holds a Bachelor of Science degree and an MBA in Finance.
He has over 15 years of experience in government service, primarily in administration and management. He is presently serving as Deputy Land & Development Officer/Under Secretary since 2025.
